The impact was not limited to the FBI. The agency “had to resort to a whole series of steps” to ensure the Russians weren’t able to eavesdrop on CIA communications, the former senior official said. There was a “strong hint” that these newly discovered code-breaking capabilities by Russia were also being used abroad, said another former senior intelligence official.
